Do the "artillery modernisation" focus. Dismantle your faction if you have one. Though the wiki description says you can be in faction with a puppeted USSR the achievement requirements simply check for being in faction with the country holding the SOV tag. So even a puppeted USSR in your faction could possibly block the event.
